摘要

新世紀開展，全球化，數位化浪潮風起雲湧，營造與全球同步國際化生活環境，提昇全民英語能力，乃是提高國家競爭力當務之急。加以善用綱際網路應用面之深廣以及資訊傳輸之無遠弗屆，正是將我國全方位推向國際舞台、參與國際競爭的重要技術平台，因此，稈政院研才會於「挑戰二○○八：國家發展重點計畫」大架構下，研提「E世代人才培育－政府與民間網戰雙語化」計畫，藉由政府與民間英語版全球資訊網，展現台灣在各種議題層面的努力與發展。
藉由「政府與民間網戰雙語化先期規劃」委外服務案，Taiwan News以「全球接軌、在地行動」全方位思考，以「專案系列座談會辦理」、「使用者市場調查」、「雙語化網站指標研究」三個主軸面向進行研究，提出政府機關具體可行措施建議：一、外語人才養成與晉用；二、英語內容的產生和維護；三、翻譯專家學者資料庫；四、英語用詞一致；五、英語版法規、表單編譯；六、客服機制雙語化；七、計畫考核；八、在職新聞英語編輯實務訓練；九、政府全球資訊網絡整合。
基此，輔以相關配套措施、輔導策略，以及資源整合與投入等，藉由雙語網站的經營與傳播，加速台灣國際能見度，以切題的網站內容和網站易用度，提供全球外籍人士線上服務，則台灣推向國際、提升網站建置的國際視野，將指日可待。

With the rapid developments of globalization and digitalization in the new century, building a living surrounding which shares language synchronization with international community to enhace people's proficiency of English is imperative to increase national competitive advantages. The application of internet and transmission of information are important technology platform by which Taiwan can participate in international competition. Therefore, under the frame of Challenge 2008: National Development Plan, Research, Development and Evaluation Commission (RDEC) proposes E-era Human Resource Cultivation-the Establishment of Government and Private Bilingual Websites Plan. The plan aims to establish English international information network to showcase Taiwan’s efforts and developments in a variety of aspects.
By the outsource project of Government and Private Bilingual Websites Initial Stage Planning, Taiwan News driven by a will of ”Global Contact, Local Action” implements researches on three major themes on ”series of project forums,” ”user marketing investigation,” ”bilingual website indicator study.” The researches have given out constructive suggestions: cultivating and employing human resources of English proficiency, generating and maintaining English contents, translation experts and scholars database, the consistency of English terms, regulations and forms translation in English, bilingual customer service system, plan assessment, in-service practical training of news English editing and integration of government international information network.
Assisted by alternative measures, guiding strategies and integration of resources, the operation and propagation of bilingual websites increases Taiwan's visibility in international community. With pertinent of website contents and easy accessibility of website, the websites will provide on-line services to foreigners.
