摘要

我國研發創新活動散見於公私各部門，本文從政府政策直接影響的外部面（包含産業界、學研界）及政府內部面等法制規範切入，分析結果顯示我國研發創新活動推行多年以來的成效卓著，然亦存在若干值得討論的問題及改善的空間。為因應知識經濟發展需要，政府部門除應適時檢討政策直接影響的外部面相關規範外，亦需結合知識管理的理論與實務，使各機關重視前瞻性研發創新與中、長期施政的整體規劃，本文並提出我國未來研發創新規範之規劃重點與內涵，俾供政策規劃參考。

Research and development activities have been executing in public and private sectors. The study examined the laws and regulations that directly influenced the government implementation and found out that although research and development results were in profusion there was still some problems to be solved and issues to be discussed. In response to the development of knowledge based economy, government needs to examine the policy influencing the R & D innovation and has visionary planning. The study tried to propose achievable planning for R &D in the future.
