摘要

本文目的在於探討知識經濟年代中，位居台灣首要城市的台北在經濟發展議題上所面臨的挑戰與機會。在全球化經濟體系中，成功的城市經濟發展戰略要能在跨國界的分工中取得專業化的位置，同時要在全球商品錬串連結構中，積極尋求附加價值高地，而個別城市區域就成為這一全球經濟網絡中的樞紐與引擎。在這樣的形勢下，本文建議台北市的城市經濟發展應該一方面要連結並擴大升級既有台北－新竹的高科技走廊的總部與運籌中心的角色，同時藉由與跨國界的城市區域的合作分工，與國際主要高科技城市區域接軌，進而政策上支持吸引具有創造力的產業，藉以建構新世紀的創意型城市。最後，本文也將分析在建構創意型城市過程中，所產生的社會性矛盾的議題。

This paper aims to explore the opportunities and challenges met by Taipei City in the global knowledge economy. As the new economy has been posing a new competitive context for each city to develop, it proposes that cities base their competitive advantage on design intensive and high added-value sectors, rather than traditional manufacturing and commercial service ones, will be better equipped to compete in the interconnected world economy. In other words, a city should be creative enough to position itself in the global economic networks. By doing so, the city could become the motor of the world economy. In light of the idea of ”creative city”, this paper further empirically examines the economic development of Taipei city after 1980s. It finds the creative sectors, such as design intensive industries, financial service and producer service, and knowledge intensive sectors in Integrated Circuit design and biotechnology industries, have gradually constituted the core competence of the City. To maintain and expand the advantage, Taipei City should, on the one hand, upgrade its commanding role in the Taipei-Hsinchu high technology corridor, and extend its cross-border industrial networks with other high technology nodes, such as Silicon Valley of California and Shanghai region of China. Finally, this paper addresses the issue of governance of social contradiction incurred in the way towards a creative city.
