South Korea's Foreign Direct Investment Policy and Its Best Practice for Taiwan

摘要

南韓為了吸引外資以提振經濟，乃大舉放寬各項投資限制，使得外商投資金額及件數急劇增加。有鑑於南韓致力改善投資環境所受到肯定，我國可參考學習南韓作法，思考如何儘速成立投資單一窗口，以統籌規劃招商引資相關事宜。除了籌組招商團對外招商，並提供外商投資之前、中、後等各項周詳協助外，亦應全面檢討法規鬆綁，放寬投資限制，縮短投資流程，以及解決外商投資困難。唯有積極改善我國投資環境，提升我國招商競爭力，才能達到促成外商在台投資，以創造就業機會，提升産業技術及健全經濟發展之目的。

South Korea has relaxed restrictions on a large scale on foreign investment and worked hard to attract foreign investment in order to foster economic development. In light of South Korean positive performance, Taiwan can refer to its experiences and think about how to establish a ”one-stop” investment center for the centralized planning of investment-related affairs. This means that we should not only organize investment missions to attract foreign investment and provide comprehensive services for foreign investors, but we also should review foreign-investment regulations, lift the ceiling on investment, and simplify investment procedures. In brief, we have to actively improve our investment climate and enhance our international competition to attract/win/get foreign investors so that we can create job opportunities, upgrade the industrial structure and promote sounder economic development and growth..
