摘要

資訊科技發達對於媒體産業之衝擊，已形成一種新的「大媒體觀」的資訊産業概念。正因網路資訊科技之興起，更加促進了跨媒體融合，建構出兼具個人傳播與大眾傳播，並涵蓋一對一、一對多及多對多等動態雙向互動傳播模式的網路電子複合媒體。傳統出版因應資訊傳播融合之轉型隱含了新出版定義、新產業範圍、新專業人員、新生產技術、新媒體形式，以及新閱讀習慣等根本概念的典範轉移。此一趨勢對於政府出版也將形成重大影響，政府配合資訊公開政策，透過資訊網路系統，建立即時互動系統，政府出版由傳統出版轉型為網路資訊服務，運用網際網路傳遞資訊與服務技術，建立政府出版資訊流通機制，提供政府出版資訊整合服務。

The impact of fast development of information technology to media industries has formed a new perspective of the information industry with a idea of ”mega-media” Due to the arising of networking technology, the convergence between interpersonal communication system and mass communication media is facilitated toward an electronic syndicated media with a dynamic two-way interactive communication mode. In response to the convergence between information and communication, the transformation of traditional publishing hierarchy reflects the new paradigm of publishing in the Information Age. The changing trends have a great impact on government publications as well. In cooperate with the government policy of information act, the establishment of on-line network system helps to prompt the government service quality. Through the use of on-line network system, the government publications will be provided to the public with a new mechanism of customer-oriented user service.
