The use of computer and internet technologies helps citizens to participate in the democratic processes more easily, expand levels of participation, and reverse the trend of declining political communications. Digital democracy thus includes interactions and communications through digital channels between citizens and political parties and politicians, between citizens and their government, among citizens, and between governments and political parties and politicians. However, the claimed potentials of digital democracy have not been fully realized, and negative effects often appeared instead. A citizen-centered digital democracy will not come true in a vein. It needs several fundamental prerequisites, including those making citizens able, willing and legitimate to participate in political processes through new technologies.
