政府公報電子化發行初探：以歐盟公報、法國公報與比利時公報為例

歐盟各國公報發行制度皆具有悠久歷史，為了讓所有歐盟國民眾隨時可充分獲得完整現行律法之內容，歐盟各國無不致力於律法的透通性(Transparency)，而公報電子化發行之議題，遂成為歐盟各國近來關注的焦點。透過了解歐洲聯盟公報、比利時公報以及法國公報三者的電子化發行之制度與過程，或可借鏡他國經驗，作為我國公報新制未來推展之參考。
