摘要

我國政府於93年9月歷經颱風災害與暫停民生供水事件後，開始重視政府施政之風險管理，行政院並於94年8月8日核定「行政機關風險管理推動方案」函頒各部會實施，本文即探討各部會風險管理之推動現況與問題，並以衛生署禽流感防治業務風險管理案例說明建立機關風險管理機制之實務運作內涵，最後謹就各部會執行狀況提出具體建議，作為後續推動之參考，俾以提升行政機關整體決策品質施政績效。

In the wake of a typhoon disaster and an unexpected disruption of tap water service in September, 2004, our government-the Executive Yuan directed the administrative agencies to initiate risk management; and on August 8th, 2005, approved of ”Risk Management Implementation Project in the Administrative Agencies” and the project took effectively immediately. In this article, the author reviews the states quo and problems in managing risks in administrative agencies and shares the practice of risk management of avian-flu prevention business in the Department of Health. He also provides five recommendations for all the departments, ministries and commissions to carry our risk management in the future.
