摘要

公共建設是國家發展的重要一環，是促進經濟發展與提高人民生活水準的關鍵基礎。公共建設過程中，風險管理的良窳對最終公共服務的供給品質有顯著的影響，而此一觀念近年來隨著自然與國際社會環境發生許多意外災害，也逐漸受到各國政府的重視。本文擬透過介紹英國政府在公共建設上推動之風險管理制度規範與採購系統之變革，闡述其具體落實風險管理於公共建設政策規劃層級之作法，並期望此一資訊可提供我國政府機關在相關體制建構上之參考，提升我國之公共服務品質、促進公共資源之有效運用。

Infrastructure is critical to economic growth and the well-beings of the society. . How risks in the construction process are managed greatly influences the outcome, i.e. the quality of public service delivery. The rapid changes in natural environment and international society have made risk management central to the policymaking of any governments. This research gives an account of what measures the UK governmenthas taken to improve the implementation of risk management in the public sector and how it can be applied to the management of public construction projects. It is concluded with the implications of the UK experiences to Taiwan.
