行政院組織改造工作雖有待行政院組織法等組改法案完成立法後逐步落實,惟有關透過行政組織之重組以提升行政效能的呼聲卻未停止,而其焦點則在政府機關如何回應民眾殷切期盼提供民眾所需的整合服務。另由於資訊通信科技之廣泛應用,提供民眾不受時空限制的一地收件全程服務,已成為政府機關資訊服務系統整體改造之努力方向。本文由行政組織改造及資訊改造的目標都指向整合服務談起,先說明整併行政組織提供整合服務之必要及實例,再說明整體規劃資訊改造提供整合服務的方法,並均就行政組織改造及資訊改造的具體作法提出說明,可供後續政府組織改造及資訊改造推動之參考。
Government reform bills have been sent to legislative body for approval by the executive branch. The call for re-organizing government structure has never ceased. The focus is how to provide integrated services that citizens need. Also, due to the vast development of information and communication technology, how to provide one-stop one-line services also becomes the major goal for information system's re-organization. This article first emphasizes the goals for re-organizing government structure and information system all lead to provide integrated services. Then, tries to analyze the influence of organization reform and next generation e-government on government service delivery. Finally, through some cases reviews, proposes some ideas on how to develop i-government for future reference.
