地方政府提升人力素質的作為與建議-以臺南市政府為倒

Local Government's Measures and Suggestions for Elevating Manpower Quality-Take Tainan City Government as an Example

摘要


在知識經濟的時代,各縣市政府必須面對來自各方的要求,並且要能快速加應,若無高素質的人力作爲後盾,自然無法提升城市的競爭力、執行力。因此,本文擬就臺南市政府目前健全公務員素質的作法提供實務經驗:從如何甄補高素質人力;現有人力在無法如同私人企業隨時解聘的情形下,如何活化、培訓、提升既有人力素質;以及如何鼓勵人員離退,以逹到人力新陳代謝的目的等面向進行報告。而對於未來我們也有諸多期許,希望能夠做得更好,因此提出讓縣市政府公務員素質得以提升的看法,例如、改造中央與地方人事、業務、資源垂直分工體系、整合公務人員考試、機關彈性用人及地方政府同級化等,希望能夠拋磚引玉獲得相關單位重視。

In the new era of ”Knowledge-based Economy”, every local government has to face various demands from all parties and be able to respond quickly to them. Without high quality manpower or workforce as the support, a city will not be able to elevate her competitiveness and executive ability. The purpose of this article is to report and to share Tainan City Government's hand-on experience and measures taken in improving civil servants' quality, such as the selection and recruitment process of high quality manpower, the revitalizing, training and upgrading of the existing workforce under the current limitation of public servant dismissal policies, and to encourage retirement and dismissal to achieve the goal of renewing and regenerating current work-force. We also have expectations toward the future, hoping for better and more positive changes. In order to do so, we would like to provide several suggestions, such as restructure personnel administration, redistribution intergovernmental duties and resources, integration of civil servant examinations, the flexible recruitment policy, equal status of all local governments, etc.
