摘要

臺灣從民國五十四年開始，在全國各地推動了社區發展工作，目的是全面性的提升社區生活品質。如何讓社區民眾能積極的參與社區活動、凝聚社區意識，社區媒體是非常重要的媒介；國內學者大部分肯定傳播媒體在社區中的功能，且認為電視公用頻道在推動社區發展方面，扮演著相當重要的角色。
我國有線廣播電視法第二十五條規定，有線電視業者必需免費提供專用頻道供政府機關、學校、團體及當地民眾播送公益性、藝文性、社教性等節目，以落實媒介接近使用權，促進社會多元發展。本文將探討有線電視公用頻道的社區功能，並研擬推動社區發展的具體措施和作法，使社區活動推展更具效果。

The community development activities have been promoted all corners of Taiwan since 1965. The purpose of it is to raise the community living quality all around. In order to have people in the community participate the activities aggressively and to condense the community consciousness, the community media plays a very important role. Most of the scholars confirm the functions of mass media in the community and agreed with the importance of the public channel in propelling the community development.
According to the Article 25 of the Cable TV Law, the cable TV owner shall provide the free channel for governmental offices, schools, organizations and the public to broadcast programs of public welfare, literature and art or social education, which in order to perform access right and to promote the social multi-functional development. This paper is in studying the community functional works of public channel of cable TV, and propose steps in promoting community development thus achieve good result of the promotion of community activities.
