政府資訊改造策略與架構發展

Government Information Developing Structure and Revolution

摘要


行政院研考會為因應組織改造,推動各機關儘早完成系統移轉準備(Transition),即「資訊服務無接縫移轉」及參考國外政府與跨國企業資訊改造策略,推動各機關逐步完成資訊服務改造(Transformation)即「資訊價值向上提升」。本文將使用資訊策略及架構解決方案(ITSA),策略發展方法論,研擬行政院及所屬機關資訊系統發展架構,並依據此一架構擬訂改造策略新思維,包括:資訊組織人力策略-向上集中與資訊長(CIO)二級制、資訊資源往分享式服務集中、落實資訊安全與委外服務、建設彈性活化的資訊服務基礎設施支援組改無接縫移轉,並提出六項發展策略,包括:13+1資訊改造整體規劃、資訊長二級制資訊治理架構、建構創新資訊服務平台、共用分享式應用系統發展架構、整體政府網站發展架構、資安不打烊、發展資訊治理與委外服務管理。上述工作項目將由研考會會同行政院各相關資訊主管部門成立資訊核心工作圈,規劃後續重點工作項目,推動行政院及所屬機關共同建設分享式服務(Shared Services)資訊架構。

In accordance with the government reform, the Research, Development, and Evaluation Commission, Executive Yuan (RDEC) has impelled various agencies 1. to be well-prepared for the seamless-IT-Transition and 2. in referring to foreign governments and international enterprises' IT reform strategies to accomplish value-upward-IT-Transformation gradually. This article utilize the architecture guideline and development methodology of ITSA (IT Strategy and Architecture) to develop Executive Yuan and its subsidiaries' IT framework roadmap. This framework will serve as the blueprint for some of the initiatives: IT reorganization to support centralized two-tier CIO (chief information officer) based organization Structure; IT resource centralization and shared service offering; Harden IT security and utilize IT outsourcing service; Adaptive IT infrastructure that is aligned to business goal in order to support a seamless IT transition. And this article also proposes six development strategies: End-to-end 13+1 information transformation plan; two-tier CIO (chief information officer) based IT governance; create next generation IT infrastructure; shared and virtualized system development architecture; HAPPY Portal; 7×25 IT security service (SEVEN); IT governance and managed out sourcing. A core team will be formed with RDEC and subsidiary IT offices to develop the roadmap and assist in transforming EY to a shared service IT architecture.
