摘要
隨著資訊技術以及寬頻無線、有線網路的快速演進，政府各機關無論在辦公環境和推動民眾服務方面，都積極朝向全面電子化（E化；Electronic）、行動化（M化；Mobile）甚至於優質化（U化；Ubiquitous）的境界努力。本文的主要目的在於介紹政府M化與U化中可能之創新服務與應用，首先透過旅遊觀光、醫療、生活安全以及交通等各方面，來說明政府可能提供的便民利民之服務。接著從辦公、生活安全與環境監測與防災三個角度來看政府如何透過M化／U化技術提升行政效率，本文除了介紹各種服務、簡介各種無線網路與通訊技術外，同時也針對可能面臨的政策、技術、基礎建設與應用環境上的挑戰作一說明。

Advances in information technologies and broadband wired and wireless networks make it possible for government to facilitate electronic and mobile offices, and also to provide electronic, mobile and ubiquitous public services for common people. In this paper, we summarize technologies, services and applications for mobile (M-government) and ubiquitous government (U-government).We first address possible public services and applications for common people such as tourism, healthcares, public security and safety, and transportations. We then discuss how government utilizes mobile and ubiquitous technologies to improve office efficiencies, public security and safety, and precaution against natural calamities. Finally, the paper highlights the challenges toward a M-government and U-government from the aspects of public policies and regulations, wireless technologies, and infrastructures and application development.
