電子化政府影響評估

摘要

自從美國在1993年提出「經由資訊科技再造政府」(Reengineering Through Information Technology)報告開始，利用資訊科技革新政府的電子化政府(e-Government)概念就逐漸在世界各國政府間形成一股風潮，並成為國家發展與提升競爭力的重要指標。有鑑於電子化政府投資金額逐年提升、計畫施行層面不斷的擴大，為能確實掌握電子化政府推動成效，國際間紛紛發展各式的評比方式與評估指標。
儘管電子化政府的政策目標在於提供公共服務效率、效能與回應性，但檢視當今有關電子化政府的評估可發現，其內容多以國家資訊基礎建設程度，以及政府網站服務內容等供給面向為評估範疇，欠缺以使用者（包括民眾與公務員）的角度來進行的整體一致性影響評估。因此，本文的主要目的正是希望能夠從電子化政府相關文獻的分析中，瞭解電子化政府的影響面向，以提供電子化政府未來推動相關評估工作與建構電子化政府評估架構時之參考。本文整理IMD的世界競爭力年報，以及WEF的全球競爭力報告資料，並且與幾個先進國家進行對比之後建議，政府應該設立國家競爭力委員會，以統合競爭力政策以及行政改革政策。其次，貪污指數仍高的台灣，每每因此被國際評比認定為最劣勢的面向，這值得政府將打擊貪污，放在施政最優先議程之列。另外，政府應該本於企業需求立場，完備法治架構，推動優質管制。

Since U. S. government proposed the report of ”Reengineering Through Information Technology” in 1993, the concept of ”e-Government” has become a big wave among governments around the world. Furthermore, e-Government has also become an important criterion of national development and competitiveness. Therefore, more and more nations have increased investments and practices on e-Government.
The existing evaluation studies one-Government mostly focused on limited aspects or functions of the governmental ICT initiatives. They generally lack consistent methodology or systematic investigation of target populations. This paper is intended to review and analyze the relevant literatures on the subject of e-Government's impacts, in order to understand the potential impacts of e-Government, and to provide suggestions for future e-Government evaluation research.
