從全球在地化研析台灣的國際接軌

Assessing Taiwan's Approach to Internationalization with Glocalization Perspective

摘要


隨著「全球在地化」觀念的提出,賦予全球化時代新的內涵,並使「全球化」與「在地化」兩股力量兼容發展成為可能。在此環境之下,國際接軌的本質與方向也產生了微妙的改變。為此,本文首先探討在此時代脈絡之下,國際接軌重要面向與內涵。並以日本、韓國、泰國、新加坡等國之國際化政策特色為基礎,一方面探求是否有國際接軌政策之趨勢,另一方面擷取值得學習之處作為借鏡,進而與我國政策作比較,提出台灣於全球在地化下與國際接軌的機遇與挑戰。

With the emergence of the concept of ”glocalization,” the convergence of the forces of globalization and localization becomes possible, which at the same time adds new meaning to the era of globalization. As a consequence, the nature and dimensions of the approach to internationalization are also adjusting to this new context. To explore the issue, the paper first tries to define key dimensions and elements of the approach to internationalization under the circumstances of glocalization. Furthermore, the paper identifies as well as applies those policy experiences in this regard from such countries as Japan, South Korea, Thailand, and Singapore to see what Taiwan can improve in building its foreigner friendly living environment. In the end, the paper also discovers some possible opportunities and challenges for Taiwan to become more internationalized against the backdrop of glocalization.
