摘要

自一九九○年代中期後，這一波因資訊通訊的發達而強化的全球化，不但加速貨物、人才、資金與資訊等的跨國流動和金融的一體化，也對各國的政治經濟產生強烈的衝擊。本文從資本主義發展的五百年歷史過程，分析「全球化」的實象，並進而思考台灣的應變策略。
全球化的本質，在於因生產技術的變革，帶來經濟結構的變化，並導致整體社會的巨變，包括從科技到經濟，從經濟到政治、社會與文化，而且從國內擴及他國與國際。然而，從英國工業革命以來的歷史看，技術創新又有其社會鑲嵌性，即與其政治、經濟、社會和文化脈絡是緊密結合的；能永續發展的技術創新不可能單獨存在，而須涉及政治、經濟、社會與文化等的各種「社會革命」相支撐。基於此，台灣要有效面對全球化，除須重視以資訊通訊為核心的技術創新外，更須針對自己的政經特質及全球化的特性，進行各種必要的改革。

This wave of globalization has accelerated the flow of commodity, service, capital and information across borders, while generated profound economic and political impacts on every country. From a historical perspective of the development of capitalism, this article tries to analyze the essence and development of globalization, and outlines useful strategies for Taiwan in face of the current wave of globalization.
The nature of globalization results from the change of production technology that contributes to the reformulation of the economic structure, which further leads to the immense transformation of the society, from technological to economical, further leading to political, social and even cultural aspects domestically before becoming internationally. However, the Industrial Revolution further showed us that technology innovation always had its social embeddedness, and was conditioned by the specific political, economic, social, and cultural networks. The technology innovation conceived in any ”Industrial Revolution” could not develop alone, it needed the support of various kinds of social revolutions related with specific political, economic, social, and cultural networks. Besides the new technology innovation featured by information and communication technology, Taiwan needs to undertake tailored political and economic reforms if it hopes to survive the globalization wave.
