摘要

世界貿易組織(WTO)成立10年來，會員國已有149個，含括全球97%的貿易。面對激烈的國際賽局，「英語力」成為敲開全球化大門的必備能力。為推動英語成為官方國際語言，相關部會將推動提升國民英語能力執行措施，加強政策推行之準備工作。
臺灣正面臨在全球價值鍊被排擠的危機，要重拾經濟活力，就必須建立「全球在地化」的策略性思維，更進一層融入全球經貿體系，以國際化做基石，提升臺灣在國際經貿的地位。

Ten years after the establishment of the World Trade Organization (WTO), its 149 member countries account for 97% of global trade. Face intense competition under globalization, ”English proficiency” has become a crucial skill in today's globalized world. To promote English to become an official language of Taiwan, the relevant ministerial agencies will develop sound measures to improve our population's English proficiency.
Taiwan is facing the crisis of being marginalized from the global value chain. To rejuvenate our economy, the government must create a strategic thinking of ”Glocalization”. The government must integrate Taiwan into the global economic and trade system, and improve Taiwan's position in terms of international economics and trade using internationalization as the foundation stone.
