全球化整合了世界的經濟版圖,已成為現在與未來主導世界經濟的力量。全球化對地方經濟產生了部份正面的影響,同時也有負面的衝擊。然而,「在地全球化」的思維,將是地方特色產業在全球化過程中轉害為利的重要手法。「在地全球化」的因應方法,社區基於地方智慧、知識與文化,運用在地資源,創造新的商業模式,利用全球化過程中的正面效益。其中日本的OVOP運動、泰國與台灣的OTOP運動,都是在地全球化很好的案例。中小企業處自1989年起即以OTOP的概念,結合地方特色與創意扶持各地方特色產業的發展。希望藉由此篇短論引發更多的討論,為台灣地方特色產業的發展勾勒更清晰的願景。
Globalization, the enormous integration of world economy is a dominant force of the world economy now and in the future. The globalization can place some positive as well as negative impacts on local economies, however the thinking of ”locality globalized” is the way to take advantage of the positive side of globalization. It means the local communities use local resources to create some new local business opportunities based on their local wisdom, knowledge, and culture. For example, ”One Village One Product” in Japan, ”One Tambon One Product” in Thailand and ”One Town One Product” in Taiwan are Several well-know practices. From 1989 to date, the Small and Medium Enterprise Administration of Ministry of Economic Affairs has been giving guidance to promoting local culture industries via OTOP concept to find them a new direction, through which locality feature and creativity can be combined to foster the growth of various local culture industries. Wish this essay could be meant to connect different opinion so as to increasingly define clearly the future vision for the development of local culture industries.
