摘要

這是一個全球化的時代，也是一個在地化的時代。究實而論，全球化與在地化並不是相衝突的兩股力量，觀察當代政府或企業部門，近年來都積極發展和推動所謂全球在地化的策略方案，以回應全球化與在地化的挑戰。在此同時，政府如何調整其在治理過程中的角色職能，實為國家提升競爭力的重要關鍵。本文從後設治理、建構國家體制，以及多層次治理等概念，重新思考政府回應全球化和在地化的策略方向。

This is an era of globalization and localization. As a matter of fact, there is no conflict between globalization and localization. In recent years, as we carefully review the government and the enterprise, we know that they are very aggressive in developing the glocalization strategies in response to the challenge in globalization and localization. Meanwhile, how the government adjusts its role in the governing capacity is the critical point in increasing the competitiveness of the state. In this article we are going to discuss the following concepts: meta-governance, state building, and the multi-level governance. These will assist us to rethink the government's strategies for globalization and localization.
