Since OECD first brought up the concept of ”Knowledge-based Economy” in 1996 and defined it as ”the economy based on the production, distribution and utilization of knowledge and information”, the form, production and circulation of publication have gone through revolutionary change with the tenfold development of information industry. This article talks about how government publication utilizes new technology to reach the purpose of ”sharing knowledge” for all the people, and while advancing the concept of digitization, could electronic reading and paper coexist? It also addresses specifically on the present situation of the publication industry in Taiwan, and analyzes the possible evolvement and correspondent countermeasures of government publication.
