摘要

本文旨在探討臺灣跨域治理法制及其實施策略，有鑑於臺灣法制的保守心態，地方制度法立法時尚未能有較為積極的規範；唯該法第21條及第24條已有骨架式立法，可供執事者執法之依據，亦為未來立法修正之基礎。
本文對於當前的跨域治理理論形成，以及嗣後執行策略有相當深入的分析，旨在建構國人對跨域治理的研究模式，亦提出具體的作為方法，可供關心此一研究者之重要參考。

This article discusses the legality of cross-boundary governance and implementing strategy in Taiwan. Because of conservative attitude toward Taiwan legality, there was no proactive regulation for Local Government Act of 1999, but the legislation was drafted with skeleton legislation in 21(superscript st) clause and 24(superscript th) clause for the reference of enforcement at present and fundamental of law amendment in the future.
The article provides in-depth analysis for the theoretic formation of contemporary cross-boundary governance and implementing strategy after legislative process. It has a goal to establish researching framework of cross-boundary governance for the interested researches in Taiwan.
