摘要

21世紀是跨域治理的時代，在經濟、社會以及文化過程逐漸融入全球化的同時，跨域治理的概念一直在區域發展之治理視野中，扮演著舉足輕重的角色。
這篇文章針對英國近年來主要的跨域合作發展政策，從制度形成、制度變遷、制度設計以及制度工具等各項議題析論探究之。
在研究結論上，本文發現：在英國跨域治理的制度發展上，存在著中央主導型的治理機制，如區域發展署、區議會、政府辦公室、區域協調小組及地方準政府機構等；也有地方主導型的治理機制，如區域立法機關、郡議會、都會區管理局及地方策略夥伴關係等。另外，更藉由地方公共服務協議、地方區域協議及地方協定等政策工具的建立，以促使跨域治理制度發揮效果。並研析出其對台灣建立跨區域合作的啟示。

The twenty-first century will be an age of governing across boundary. In the ongoing globalization of economic, social and cultural processes, governing across boundary has been playing a key role in the view of regional development.
This article tries to explore the policy development of cross-regional cooperation in the UK recent years. Institutional formation, institutional change, institutional design and institutional tools are important issues in this article.
The conclusion provides a final analysis summarizing both the theoretical arguments and the literature findings, including five central government-led regional institutions, four local government-led regional institutions and three institutional tools. These findings may be lesson-drawing for Taiwan.
