In terms of regional development in Taiwan, for the cross-regional traits of public constructions and policy issues, the benefit for productive scale of public goods, the external diseconomies of regional excessive concentration and the allocation of integrative policy benefit as well, enforced many local governments have opened up intergovernmental cooperation among cities and counties in stead of traditional opposing competition, and have spread up the cooperative alliance forms such as spatial partnership, sectional collaboration and functional coordination etc. This article, explores the drivers of inter-regional cooperative formation and the establishment of cooperative mechanism on system frame, collaborative institution, and network governance through comparative research. Furthermore, with comparative analysis of the cases of Northern Region Alliance and KKP Region Alliance in Taiwan, the article will provide experimental outcomes for regional cooperation among other cities and counties in the future.
