公務組織評鑑隱性影響因子之探討

A Study on Latent Factors that Influence Public Organization Assessment

摘要


長久以來我國均將建立精簡彈性的政府組織列為努力目標,除持續推動組織改造立法外,一套有效的組織評鑑機制重不可或缺,而組織評鑑對被評鑑者而言存在被調整裁併的預期,易引發組織慣性、政治性、組織行為等無法具像因子的干擾,影響評鑑效果與決策。本文試就這些評鑑過程較易忽略的隱性影響進行探討,期供政府組織評鑑機制規劃參考。

Government of Taiwan has aimed to establish a simplified and flexible government organization long time ago. In addition to promote the legislation of organization reform continuously, the presence of an effective organization assessment mechanism is also indispensable. As the assessed party may anticipate changes in the result of the organization assessment, organization assessment may be easily interfered by abstract factors such as organization inertia, politics, organizational behavior and more, thus affecting the results of the assessment and the decisions made. This article attempts to discuss latent influences that are easily neglected in the assessment process and serves as a reference for the establishment of the government organization assessment mechanism.
