摘要

共軍強化各部隊「三戰」訓練，希望學習美軍以資訊科技遂行非武力戰爭的方式。共軍強調在未來資訊化或高科技化戰爭中，必須發揮三戰的重要作用，以爭取非武力戰的優勢。經過三年多的實踐，中共有關三戰的發展，已經從理論的探討與宣揚，進一步到實踐與驗證層次，各項運用策略也日趨成熟。基於此，本文針對中共三戰發展，從國家戰略、軍事戰略及戰役戰術三個層次進行分析，並探討中共三戰實際運用策略，研擬各項反制作為，以提供政策部門策訂相關因應作為。

To learn United States military's way to carry out the non-violence warfare by information technology, PLA strengthens various troops' three warfare trainings. PLA emphasized three warfare importance in the future information or high-tech operation, will play the vital role, and strives for superiority in non-violence fight vigorously.
After PLA's practices for more than three years, the PLA three warfare related developments, already from theory discussed and publicized further arrived the practicing and the confirmation level, each utilization strategy was also mature day by day.
Based on this, this article explored PLA's three warfare developments by three levels, the national strategy, the military strategy and the operational and tactical strategy. It also discussed that the PLA's three warfare in actual utilization strategy, and suggested some counter-manufactures to provided policy making department with this article’s achievement to form the related policy.
