農事推廣人員能力本位訓練課程發展之研究-以農業經營管理顧問師角色為例

A Study on Competency-Based Training Course Development of Agricultural Production Extension Agents in Taiwan

摘要


當此知識經濟時代,為協助重塑臺灣農業發展成為兼顧生產、生活與生態三位一體且兼具競爭優勢的產業,推動農業推廣人力朝專業化發展已是刻不容緩的要務。有鑑於此,本研究以能力本位訓練的模式為基礎,並擇定當前人數最多的農事推廣人員為探討主軸,且依相關文獻分析統整所得,建構出適用於本研究的課程研發架構,進而透過德懷法的研究設計與問卷調查,針對未來其於擔任農業經營管理顧問角色之際,所必備專業能力的訓練課程核心概念進行探究與發展,最終歸結出的結果,除能提供農業推廣專業教育訓練體系進一步發展後續的訓練課程大綱、教材及各式教學媒體之參考,且得供為大專農學院校開設相關新學程的規劃依據外;再就整體的研究程序而言,更具前瞻性的意義而可適用來作為發展各種強化農業專業能力培育的訓練課程之依據。

The purpose of the present study was to develop some core course concepts pertaining to 38 curricula respectively, which contribute to the possession of six identified professional competencies required by agricultural production extension agents to be able to take on the future role as an agricultural management consultant. Built upon competency-based training as the primary theoretical framework for current research, a review and examination of related literature established a training curriculum skeleton in this case. In addition, Delphi technique was employed as the research design and three rounds of questionnaire survey were adopted for investigation. This study demonstrates the value of specifically outlining a competency-based training curriculum development framework for the future application to other areas by exploring professional development issues of agricultural production extension agents. Moreover, implications of the present findings for curriculum reform in agriculture are also pointed out and discussed.
