德基水庫集水區永續發展監測項目之研究

A Study on the Monitoring Items for the Sustainable Development of De-Ji Reservoir Watershed Area

摘要


德基水庫為中部地區重要的水庫,隨著經濟發展,水源需求日增,但新水庫興建不易,因此如何使其邁向永續經營的目標?將為一重大課題。本研究將集水區內的土地利用與社經發展分成土地利用與水土保持、自然環境變動、水庫經濟壽命與水質、農業活動、觀光旅遊活動與社區發展等六大面向,共計68個監測項目,據以設計問卷,延請專家學者對各項監測項目重要程度與可行程度予以評量。根據驅動力-壓力-狀態-回應(DPSR)的監測架構,依重要性及可行性程度,研議近、中、長程的監測項目。其中近程者係較為重要且可行者,有作物栽培面積、農藥使用量、化學肥料使用量等等共計十六項,為亟需建立監測之項目。

De-Ji Reservoir is an important reservoir in central Taiwan. Demand for water gradually increases along with economic development. However, new locations for building reservoirs are hard to find. Therefore, how to reach the sustainable development target for reservoir watershed area has become a great issue. This study divides the land utilization and social economic development in watershed areas into six parts: land utilization and conservation, changes of natural environment, economic life of reservoirs and water quality, agricultural activities, tourism activities, and community development. There were 68 monitoring items, which were proposed in a questionnaire. Experts and scholars were invited to evaluate the importance and feasibility of every item. Based on a framework of Drive- Pressure-State-Response (DPSR), we propose short-term, medium-term, and long-term monitoring items, which are classified by their importance and feasibility. Those short-term items include 16 items such as crop areas, quantity of insecticide, herbicide, chemical fertilizer utilization, etc., and are of relatively higher importance and feasibility. They urgently need to be included in plans to build up the monitoring system.
