台灣基層農會經營效率之研究

摘要

隨著全球化、國際化時代的來臨，加上經濟結構的轉變，使得台灣的農業經營環境遭受到許多衝擊，致使農會經營危機不斷出現。在政經環境的快速改變下，台灣的農會經營狀況已大不如前，而其中又以基層農會所受到的衝擊最為嚴重。
基此，本文蒐集國內有關農會組織及效率衡量與評估的相關文獻，並進一步加以彙整與研析，藉由基層農會的財務數據等次級資料，使用資料包括分析法來建立實證模型，以推估農會之經營效率值，加以分析影響經營效率的因素。研究樣本在經過資料輸入並整理後，以DEAP及LIMDLP等電腦統計套裝軟體進行各項分析，所獲致之研究發現如下：(1)台灣地區基層農會在研究期間之整體效率平均值為0.7350，純技術效率平均值為0.7790，規模效率平均值為0.9456。(2)不同規模報酬狀態之農會的經營效率是有顯著差異的。(3)由參考集合分析結果中，可得知共有32家農會的投入產出組合達到相對有效率。

The agricultural management in Taiwan faces a critical challenge with increasing globalization and the changing of economic structures. Because of continuous change in the political and economic environment, operating the farmers' association is harder than before especially local farmers' association.
This research measured the efficiency of farmers' associations. In order to estimate the financial and operational efficiency of farmers' associations, this study used data envelopment analysis to establish an empirical model. This study also used DEAP and LIMDEP to analyze the research data. The results of the study are as follows: (1) The average operational efficiency of local farmers' association is 0.7350, the average technical efficiency is 0.7790 and the average scale efficiency is 0.9456. (2) Farmers' associations are significantly different in operational efficiency based on different scale returns. (3) There are 32 farmers' associations that are efficient according to the result of reference set analysis.
