The Agri-food warehouse was constructed based on the needs of providing a staple food supply, maintaining a safety provision reserve and meeting the demands for rice milling equipment. In Dec. 2000, of the 2,188 buildings of the public grain warehouse, those not being used to store public grain and left in an idle condition were 290 buildings in total. And these buildings will be targeted during future promotion efforts for idle space reuse. Recycling is basically diversified in nature. Therefore, using space recycling as a theme and sustainable operation as a target, it is possible to promote the function of vitalized space usage. Since this is constrained by existing laws and regulations, it impacts effectiveness and usage willingness. This research adopts the agri-food warehouse reuse as the subject and proceeds to discussions in the aspects of cultural asset preservation, ownership and operation, land use control, building management and laws and regulations for usage management and proposes reuse functionality selections and suitability of laws and regulations.
