亞洲經貿區域化與台灣因應之道

摘要

自從一九九九年西雅圖WTO部長會議第二回合談判議題破裂以來，許多國家有感於多邊組織會員共識達成不易，加上歐洲聯盟和北美自由貿易區成功整合的骨牌效應，轉而積極推動區域貿易協定或自由貿易區，透過國與國之間雙邊或多邊協定，成立區域經濟組織。亞洲地區近十年來也出現幾個不同的區域整合構想，包括以東協為中心的「東協自由貿易區」、北京政府所推動的「東協－中國自由貿易區」和「東協加三」、東京方面所構想的「東亞自由貿易區」（東協加五）和「東北亞自由貿易區」、以APEC為主體的「亞太自由貿易區」，以及為數眾多的雙邊自由貿易協定。由於政治因素使然，台灣無法參與其中任何一個區自由貿易組織，但台瀢經濟命脈完全依賴對外貿易，為了避免被邊陲化，對亞洲這波經貿區域化的發展自然不能置身事外。本文首先深入討論當前亞洲經貿區域化的原因、發展過程和前景，其次針對亞洲經貿區域化對台灣的影響進行分析，最後則指出面對這波區域經濟整合發展，台灣的因應之道。

Based on the problems with of multi-national negotiations on world trade arrangements and the prominent effects of the EU and NAFTA, many countries have attempted to organize themselves into regional economic groups. Asian countries are no exception. In the last decade, several free trade areas were founded by Asian countries including AFTA, ASEAN-China free trade area, East Asia Free Trade Area, Asian Pacific Free Trade Area, and numerous bilateral free trade arrangements. Due to political problems. With China, Taiwan has been unable to join any of the these regional free trade groups. Nevertheless, Taiwan most carefully watch the progress of economic regionalism. This article studies the background, process, and possible future of the regionalizing Asian economy in order to high light Taiwan’s counter plans.
