斷裂的文明衝突:菲南分離運動之個案分析

The Clash of Rupture Civilizations: The Case of Secessionist Movement in Southern Philippines

摘要


菲律賓南部的回教分離運動,可說是該國國內持續最久,而且也是最嚴重的族群衝突事件。當然導致該事件的原因頗多,除了族群本身的差異外,尚有諸多相關性的因素。 說歷史背景而言,菲律賓過去因為深受殖民母國-西班牙的影響,北部地區可說早已成為以天主教信仰為主的國度,但是南部地區的回教徒卻始終堅持傳統的回教信仰。由於這兩種不同的宗教族群是在西方殖民主義的強制之下,被迫安置在菲律賓的國土之中,因此族群衝突乃成為不可避免的情勢。雖然,菲律賓政府曾經提出諸多因應之措施,以試圖化解回教徒的敵意。不過,該問題並沒有因此而解決,因為這些回教徒始終對政府採取對抗的姿態。 然而,當原本單純的回教族群衝突事件,被外國力量(主要是來自回教世界的國家)介入後,整個事件也說隨即轉變成「文明斷層線的戰爭」-菲南分離運動;換言之,菲南分離運動說是由「外力介入」所引發的「文明衝突」爭端。對此,本文嘗試根據杭廷頓「文明衝突論」觀點,針對「外力介入」與菲南分離運動之關係進行分析,並探討該事件背後所蘊涵的文明衝突因素。

The secessionist movement in southern Philippines has lasted for a long time and become the most serious ethnic conflict in the country. In addition to ethnic diversity, the secessionist movement has coincided with a religious faultline. Furthermore, due to the intervention of foreign powers, this ethnic conflict was enlarged to a war of civilizations. This paper, inspired by Samuel Huntington's insight on civilization, explores the factors behind the clash of civilizations in the Philippines as well as the relationship between foreign involvement and the secessionist movement in southern Philippines.
