National and International Information Policies in the Asia Pacific Region

摘要

資訊發展為國家現代化的關鍵，藉規劃資訊的發展、推動、管理與執行各項工作，以善用國家資源，引導社會資訊發展，加速國家建設。因之近代各國開始重視國家資訊政策之制定。由於地域集團經濟之發展，已有歐洲共同體與北美共同市場形成，近年亞太平洋地區亦致力於杭亞洲區域合作。亞太平洋區域性經濟合作之活動業已引起世界之注目。其中尤以資訊活動與各名國經濟貿易之發展息息相關。本文主要討論太平洋地區各國之資訊與通訊政策，包括：日本、中國、澳洲、紐西蘭、香港、韓國、新加坡、台灣、汶萊、印尼、馬來西亞、菲律賓、泰國等國。介紹亞太平洋地域各國資訊政策之發展現況，及綜合討論重要的資訊政策問題。內文首先對於資訊政策之經濟與文化環境作一概視，提供趨勢說明，深入探討資訊相關法律之各種考量，並說明通訊相關之協定，智慧財產之保護與標準等發展現況。

As the development of information achieve to the modernization of countries, recently many countries have begun formulating national information policies. After the cold war closed, regional economic cooperation gradually comes about, such as the European Community and North American Market. In the meanwhile, the Asia Pacific Region, has been building vigorous regional cooperative schemes. In 1989, under the aegis of Asia Pacific Economic Cooperation, 12 nations formed integrative relationships for policy exchanges on trade issues and for joint planning. Information policies in this region are of vital interest not only to the rest of the Pacific countries but also to the world.This article reviews national and international policies in Asia Pacific Region. The Pacific Region Covers Japan, the People's Republic of China, Australia, New Zealand, Hong Kong, the People's Republic of Korea, Singapore, Taiwan, Brunei, Indonesia, Malaysia, the Philippines, and Thailand. It gives a brief glimpse of the economic and cultural environments of information policies, and offers illustrative examples of trends, information-related legal measures, and agreements in the areas of telecommunications, the protection of intellectual property, and standards.
