摘要

資訊政策是一個範圍相當廣泛且複雜的公共政策之一。面對即將邁向二十一世紀資訊化的社會，如何有效制定一套整體而周全的資訊政策，將是國家必須要面臨的重要問題。為了有效分析及研究資訊政策，本文從個體與總體資訊學的觀點來分析資訊政策的內涵，並提供一個分析的架構，以作為未來進一步分析與研究的參考。

Information policy is one of very complex and broad public policies. How to make an integrated and comprehensive national information policy is an important issue for government to face the information society of 21th century. By using the principles of microinformatics and macroinformatics in analyzing the multi-facets of information policy is a good way to develop the fundamentals of in-formation policy. This paper developes an information policy framework, from the microinformatic and macroinformatic point of view, to be used for further research and developments.
