The development of the information network services is the sign of a nation's competence and is also a trend of the era. It is crucial for the library to have good preparation and make an integrated plan in advance for implementing an information network system. The plan is based on patron's needs and the goal of the library development. The strategies are up-grading facilities, hiring qualified staff, training staff, overcoming problems, researching, creating and sharing recources.
