摘要

公共圖書館具備公眾、公益的特性。除了思考大眾的服務需求之外，還要考量弱勢、非主流的特殊族群的使用權；非僅以強勢主流文化來規劃公共圖書館的定位與服務策略。本文透過簡要的描繪臺灣地區外籍配偶及其子女的問題與需求，提出：一、視外籍配偶為公共圖書館服務目標群之一，宣導圖書館利用教育。二、成為外籍配偶家庭成員學習資源的提供者。三、結合社區資源，積極鼓勵外籍配偶利用設備與圖書資源。四、跨文化服務提供者的多元文化觀培養。五、引進多國語志工與多國文化書籍資訊。

Public libraries offer services, in which so they should consider the disable or handicapped users, such as the foreign spouses. The article is a brief introduction on the needs and difficulties of the foreign spouses and their children in Taiwan, which evokes a few missions of the libraries: 1. Being considerate to the foreign spouses 2. Provide the learning resources 3. Coordinate the communities' resources and encourage these foreign spouses to come to the library. 4. Develop the multicultural concept. 5. Purchase multinational resources and call for admission multilingual voluntary.
