摘要

本文嘗試分析造成國內圖書館在無障礙環境設計上出現問題的幾個主要原因，分別是館方的認知、設計者的態度和法規的疏漏。針對此一問題，在目前狀況下應由館方主動從建立殘障服務的觀念著手，以期影響設計者和社會大眾對這種服務的重視，終而促使政府修法朝向通用設計的理想邁進。

This article intended to analyze the main factors which influence the underdevelopment of service for disables in libraries here. The concepts of service for the disables must be emphasized in librarians' professional training, and then the designers may follow their intentions to accomplish a well-designed barrier-free environment for the disables in library. The goals of Universal Design must also be kept in mind both of them to improve the quality of barrier-free environment in library.
