The formation of a resort is the result of attraction agglomeration, commercial clustering and functional discriminating within certain area. To function efficiently, most of the commerical business within a certain geographic boundary clusters gradually in a core area and this area becomes the ”resort base.” The purpose of this study is to develop a site selecting method in order to develop a successful resort base. There are five major criteria to evaluate resort base alternatives. These are ”Land use type.” ”Natural environment,” ”Recreational resources,” ”Accessibility,” and ”Infrastructural and superstructural facilities.” Analytic Hierarchy Process method (AHP) is applied here in order to com pare the importance of these criteria. The result shows that the weight of these criteria are depended on different perspects of experts. In the case study, there is no difference among the experts in alternatives' ordering. The result shows ”Highko and Kingshawein” is the best one to develop a resort base.
