遊憩區土地使用目標規劃模式之研究

摘要

近年來，遊憩活動之蓬勃發展與環境意識之提昇，己促使遊憩區之經營趨勢多元化，加之決策者之介入初期規劃作業，已使現有之環境規劃方法未能因應比一實際狀況之需要。本研究乃運用系統分析理念整合相關規劃因素，並應用目標規劃方法，建立一套遊憩區土地使用目標規劃模式，提供未來遊憩區土地使用規劃之應用及參考依據。最後，益以合中市大坑風景區為基地，進行實例研究，以驗證本研究建立之土地使用目標規劃模式之應用性。

In recent years, the rapid development of recreational activity and the upgrade of environmental recognition have urged upon recreation areas the management for multiple uses. However, there are some problems in most existing planning methods because of the decision-maker involving in the early stage of recreation planning process. It is the purpose of this study to develope a planning model for the development of a recreation area. In this model, a systematic analysis was used to deal with the complicated planning factors, combining with goal programming technique to evaluate the land-use plan. In order to illustrate the use the proposed model, Ta-keng Scenic area in Taichung was considered as a case study.
