More people are participating in various outdoor recreation activities than ever before. Because of remote location and inceasing recreation use, forest recreation areas are confronting with the issues of outdoor recreation safety. In the last ten years the exercise of tort reimbursement act and legislation of consumer protection act have been put the recreation management efforts into a more legal and social security settings. First, this article addressed the concept of recreation safety, and then proposed a schema for the investigation and assessment of hazards in the forest recreation areas. Furthermore, recognizing societal tendency to bring legal action for injuries suffered in forest recreation areas, the article discussed the conditions of tort claims and illustrated the legal liability in wilderness area from U.S. Finally, conclusion and suggestion for policy and practional are also offered.
