本文從省區和區域的層面,探討造成大陸各省區和區域外貿和外資發展模式差異性的因素,並分析與解釋這些異性的內在涵義。各省區因面臨地方經濟發展的實際需要,因此在外資和外貿的發展模式方面,不但與中央總體發展趨勢有所迥異,因而突顯了各省區間的發展差異,同時亦更強化了各地方政府經濟發展的自主意識。在區域層面上,由於各區域的發展特色不一,實際需要不同,使得大陸域經濟發展的失衡,已造成地方市場經濟的興起;再者,中央政策的制訂,恐亦不適合各省區和各區域的實際發展需要,因此貧富懸殊和經濟發展失衡的情況,在短期的未來勢將難以解決。
This article approaches the provincial and regional disparities by analyzing geographical patterns of foreign trade and investment. Mainland China is devided into coastal, inner , and border regions while Guangdong, Yunan, Guangxi, and Sichuan are chosen as samples. As local needs are the chief consideration of local governments in their economic development plans, each province has developed its own pattern in foreign trade and investment different from the central macro-planning policies. Decentralization, however, has increased local economic autonomy of governments and led to the emergence of central=local conflicts. Moreover, unbalanced economic development among regions has further widened the gap between rich and poor areas. These complicated and intermingled issues have there fore become a particularly hot issue for Beijing’s decision-makers.
