摘要

環境外交在近年國際政治和國際貿易裡扮演的角色越顯重要，尤其原本與環境保護問題無甚關聯的「世界貿易組識」，近年也把與環境保護問題有關的協議，加入到與組織活動有關的規範裡面。本文以大陸加入「世界貿易組織」（入世）為例子，說明大陸面對這種國際政治和國際貿易的變化如何因應？其基本的立場如何？這些因應的立場和措施，其可行性和值得檢討的問題在何處？

The role of environmental diplomacy in both international politics and international trade has become increasingly important. Particularly, the World Trade Organization (WTO), which was originally of little relevance to environmental protection, has in recent years included environmental protection agreements into regulations regarding the activities of the organization. Taking the PRC's WTO accession as an example, this paper explains Beijing's attempt to cope with the changes in international politics and international trade, discusses the government's basic position, and examines the feasibility and problems of the measures Beijing has taken.
