摘要

我國職能治療專業服務始自民國45年，迄今已44年，然而有於早期專業教育缺乏，人員不足，遲至民國86年5月才完成職能治療師法，開始專業證照制度。此次之職能治療人力分析，係立法後首次由職能治療學會應國家衛生研究院醫療保健政策研究組石曜堂主任之邀，召集了九人小組，進行五次小組會議，收集了現有職能治療人員之檔案資料以及國外的相關資料所做之分析比較。綜合而言，我國職能治療歷史雖久，但未能好好規劃，管理及充分利用，以致治療人員素質良莠不齊，專業人員未受到應有的尊重，人員流失嚴重。復健服務品質也因為未能建立專業團隊分工及合作模式而無法提昇。
本組委員基於上述現況針對職能治療人力之需求面與供給面，專業人員素質以及專業服務品質等方面分別提出數點建議，望先進賢達給予指教與協助，以助我,國職能治療及整體醫療水準之提昇。

The occupational therapy services in Taiwan was first started in 1956,44 years to date. Due to the lack of professional education and personnel insufficiency in the lack of professional education and personnel insufficiency in the early days, the licensure bill of occupational therapy was not passed until May 1977.This study on occupational therapy manpower was the first of its kind after the enforcement of the licensure bill. It was invited by Dr. Yaw-Tang Shih from the Division of Health Policy Research, National Health Research Institutes and was done by a panel composed of members from the Occupational Therapy Association of the Republic of China and chaired by the Association's President Jin-Ling Lo. Five consecutive panel meetings were held, in which data of domestic occupational therapy personnel was compiled and comparisons with related information in other countries were made. In conclusion, although occupational therapy has been existed in this country for decades, the planning, management and use of occupational therapy manpower were inadequate. As such, the qualification of occupational therapy practitioners varies, the profession is not respected as it deserves, and a substantial percentage of qualified therapists had left this profession. Most detrimentally, the service quality of rehabilitation has been in jeopardy due to the inability to establish a differentiation and collaboration model among members of the rehabilitation team.
This study proposed several recommendations in terms of the need and provision of occupational therapy manpower, qualification of occupational therapy professionals, and the quality of the occupational therapy services. It is hoped that, following this study, the feedback and support received would advance the quality of occupational therapy and related medical services.
