高速公路柔性鋪面平坦度獎懲機制之研究

A Study on the Incentive/Disincentive Schemes of Expressway Pavement Smoothness

摘要


用路人對公路服務品質最直覺之感受是行車的舒適性,亦即鋪面平坦度或糙度。相關文獻中均顯示平坦鋪面極具公、私部門成本最小化之顯著效益。對於柔性鋪面,影響鋪面平坦度之因子包括 (1)環境因素:平均夏季氣溫與年降雨量 (2)材料特性:通過200號篩路基材料與塑性指數 (3)交通量。由鋪面承包商所完成之初始糙度,藉由鋪面糙度發展預測模式,得以預估到達下次加鋪作業所需之年期。當初始糙度值較低,亦即初始平坦度值較規範所訂門檻值為佳時,可以將後續所需加鋪年期延後;而就此所節省之鋪面養護費用中,提撥適當之比例做為施工平坦度獎金時,將可以達到公、私部門雙贏之目標。

Most road users define the expressway service quality intuitively from riding comfortableness, i.e. pavement smoothness or roughness. Related literatures demonstrated that smooth pavement has extremely remarkable benefits by minimizing the cost of both public and private sectors. Factors that affect pavement roughness including (1) environmental factors: Average summer temperature and annual rainfalls (2) materials behavior: Percentages of subgrade material passing #200 sieve and the plasticity index (3) traffic volume. When apply the initial pavement roughness value into the roughness development forecast model, it's possible to estimate the next time of overlay maintenance. If the initial roughness values constructed by the contractor were lower than the threshold value of smoothness specification, the expressway authority might postpone the schedule of needed overlay operations. When a suitable proportion of pavement bid was offered as smoothness incentives, it will achieve a win-win goal to both sides of public and private.
