摘要

本文旨在全球經濟再結構過程中，在台灣本身國家權力結構重組與都市社會運動浮現的歷史時勢下，對具有改革傾向的知識分子之「都市－地域」實踐之方向，提供一個初步綱要。首先，本文對台灣本身國家權力結構重組與社會運動對社會關係衝擊之歷史時勢，提出一簡要輪廓。然後，本文論及都市社會運動因都市危機而浮現，它主要是按都市集體消費之爭取、文化之認同、政治之自主性與對地方發展之期望四條線索而動員。最後，作者提出都市實踐者所主張的替代性計劃之主要提綱，它包括：草根的社會運動、有機知識分子的反霸權（反領導權）的抗爭，以及最關鍵的──發明新國家，以地域國家突破過時的民族國家想像與國際時勢的困局，同時能符合地方經濟活力之期望。

This essay attempts to provide theses on urban-Iocal praxis for progressive intellectuals, theses which take into account an analysis of global economic restructuring, the power structure reorganization of the Taiwan state apparatus, and urban social movements.First, the authors provide an overview of Taiwan's historical conjuncture with the current global economic restructuring. Then the authors analyze how grassroots democracy as distinguished from formal democracy in Taiwan society is emerging with urban social movements mobilized around four lines: the struggle for urban collective comsumption, the need for cultural identity, the political autonomy of self-management, and the vision of local economic dynamism.Finally, the authors propose main theses on urban-Iocal praxis for an alternative project: 1. grassroots social movements, 2. anti-hegemonic struggle of organic intellectuals, 3. reinventing a new form of local state against the obsolete nation of nation state.
