「都市保存」與「都市成長」互相抵觸時,或「歷史性建築暨環境」與「象徵交通掛帥之都市計劃道路」互相競存時,孰輕孰重?是長久以來存在的問題。事實上若能考量都市在「量」的成長過程,應同時充實「質」的社會文化涵構,則「保存與成長」或「歷史性建築暨環境與都市計劃道路」是可兼容並得的。為佐證並提倡這一理念,本文以位於台南府城的歷史街區,亦即劃過三級古蹟「開基靈佑宮」之B-11號9M寬的計劃道路之興闢與該街區的重塑為例,從:「古蹟與計劃道路之相關沿革;街廓及道路形式的城市涵構」等層面探討所得,提出都市設計方案,作為實踐之依據;並為「兼容與詮釋」,「都市成長與都市保存」理念之借鏡。
The conflict between ”urban conservation” and ”urban growth” is never new. To strike a balance between conserving historic buildings and their neighboring environments and the development of planned roads to serve ever-increasing traffic needs is a big challenge to and urban designers. However, if quantitative considerations of urban growth can be well managed with qualitative socio-cultural considerations, the conflict between road development and conservation of historic buildings and their surroundings can be solved. Taking the reforming of the 9-meter B-11 road, which is planned to cut through Class 3 historic temple Kai-ji-ling-yio-gong, and the design of its neighboring historic district as an example, this paper explores the following aspects:「The historical background of the temple, and the planned road; the street blocks and road patterns in the urban context.」 The findings of these researches form the basis for a few urban design proposals that will help develop innovative solutions. These urban design proposals also demonstrate sound interpretations of balance between urban growth and urban conservation.
