多年來國內工程災害問題不斷,政府及學術單位透過法規、制度等方面進行研議與改進,但根本的工程人員專業倫理議題卻乏人問津。本研究由回顧過去工程倫理相關研究以彙整形成工程倫理議題問卷,以問卷調查並獲得376份針對工程人員的有效問卷,瞭解其對目前工程倫理環境現況之觀感及較具體卻不常被探討的「收賄」行爲意圖,並藉由統計檢定進行差異比較分析。研究結果發現,低價搶標及人情關說爲目前較爲嚴重的問題;此外,不同任職單位也會造成觀感的差異,尤其在政府機構與民間單位之間。本研究也發現,在一定誘因下,約有高達25%填答者願考慮風險收受賄賂;而當年齡的增長與結婚成家,工程人員生活趨於穩定,經歷更多工務實務經驗與社會歷練後,則會有較低的收賄意圖。
This study is to survey and understand the present problems of engineering ethics in construction industry. We review previous studies and summarize the twenty items concerned with engineering ethics issues; additionally, then designed two scenario questions, varying with bribe and risk of being arrested, to assess the bribery-accepting intention. Results of 376 valid returned questionnaires revel that firm's adopting lowest-bidding competition and illegal lobby are the present critical ethical issues in construction. Approximate 25% of respondents express probably to accept bribes on designed scenario questions. Moreover, results of Chi-Square Test show bribery-accepting intention decrease with age increasing, marriage, the more stable of living, and having more practical working and social experience.
