Due to the characteristics of centralization of region, small scale and local social network, Local Charms Industries (LCI) can be cultivated easier by the means of Industry Design. This study discussed the issues concerning Industry Design Processes of LCI from the view of ”Design”. Thus it examines Local Charm Industries from three aspects, namely: industry fundamentals, industrial organization and industrial policy. Then following the concept of Industry Life Cycle it intends to explore the changes of industry spatial structure in the industrial development processes to propose an Industrial Development Pattern hypothesis. A case study is conducted on ”Baihe Lotus Industry” based on the operational definition of LCI to further revise their development pattern through qualitative research. Specifically this paper mainly focuses on how firms operate or transform through their characteristics of Local Charm Industry and the analyses of relative examples.
