Dockage Reformation and Container Handling Privatization on the Operations Performance of Keelung Container Terminal

This paper undertakes an analysis of the effects of dockage reformation (DR) and container handling privatization policy (CHP) on container ship mooring time (CSMT) of Keelung container terminal for the last 4 years. We first demonstrate the appropriateness of CSMT as a measure of container terminal operations performance in the viewpoints of port authorities and users. Then, a Cobb-Douglas type empirical model with CSMT as the response variable is constructed and estimated. Our results show that, on average, there was a 2.9 hours/per ship decrease on CSMT after the execution of DR and CHR Besides the effects of reduction in container quantity, learning and slacking off of dockers, the net effects of DR and CHP on the CSMT decreases were 1.51 hours/per ship and 0.63 hours/per ships, respectively.
