道路旅次預約政策基礎分析模型之研究

A STUDY ON BASIC ANALYTICAL MODEL FOR ROADWAY TRIPS BOOKING POLICY

摘要


由於私人運具的成長對於公路運輸造成衝擊,因此主管機關應以系統化的角度進行思考如何以交通管理手段對於公路系統進行管制。近來交通主管單位研擬以道路預約交通政策以達到維持公路服務水準的目標。然而,在政策推行前應先進行系統化的評估。鑒此,本研究建構道路旅次預約政策基礎分析模型對於預約政策進行系統化的評估。本研究考量公路用路人在時間向度下的旅運決策,包含出發時間選擇、路徑選擇以及到達時窗限制,使得模型能充分詮釋公路用路人在預約出發時間與道路替代的旅運行為,此外對於公路系統的單位時間所能承受的系統容量以及不同出發時間的流量先進先出的問題進行探討,本研究以額外限制條件對於所建構的模型進行限制,使得評估的結果能充分反映依時性用路人旅運行為以及預約政策公路的供需現況,進而作為未來政策推行的參考。

Rapid growth in private vehicle ownership has led to congestion and inadequate service on freeways. The authorities should consider the traffic demand management policies that accurately control the freeway during peak hours is required. Recently the authorities discuss a strategy, called "roadway booking," to mitigate freeway traffic congestion. However, it should be evaluated before the strategy implement systematically. This study proposes a study on basic analytical model for roadway trips booking policy to assess the new strategy. This study includes departure time replacement, path substitute of trip behaviors and arrival time-window limit under the time domains of travelers. With the aforementioned issues it would explain the departure time reservation and route choice phenomenon adequately. Furthermore, the system capacity of the highway system and the different departure times of flows with first in first out phenomenon are important issues to investigate. These can be utilizing the capacity and first-in-first-out constraints to consummate the model. The results reflect the travelers' behaviors and highway facilities situation that can be used as reference in establishing public policies.
